Introduction: Organizations have a set of rules and regulations based on the nature of their activities, and employees' awareness of these rules and their attitudes toward them can lead to empowerment, development, improved performance, and ultimately the dynamism of the organization. The aim of this study is to assess the level of awareness and attitudes of employees regarding the human resources rules and regulations at the Educational, Therapeutic, and Research Complex of Payambar Azam (PBUH) in Bandar Abbas.
Methods: The study population in this cross-sectional descriptive research included employees from the Prophet Mohammad (PBUH) Educational, Medical, and Research Complex in Bandar Abbas. Participants were selected through convenience sampling. Employees were divided into administrative and medical categories based on employment group, work experience, and job type. Data was collected using a researcher-developed questionnaire and convenience sampling. The sample size, determined using Cochran’s formula, was 384 participants, and the study was conducted in 2021.
Results: In this study, 156 women (40.6%) and 228 men (49.4%) participated, with an average age of 38.88 years. The majority (29.2%) had work experience of 16 to 20 years. Additionally, most respondents (37%) were on contract employment. Regarding education and field of study, the majority (56%) had a bachelor's degree. The results indicated a significant relationship between employee awareness of organizational laws and regulations, especially in annual evaluations and job qualification requirements, and factors such as work experience, employment status, and education level.
Conclusion: 
Employees' awareness and attitudes toward human resource regulations can be influenced by factors such as work experience, employment status, and education level. Given the importance of these regulations in improving performance and organizational dynamism, it is recommended that targeted training programs and awareness sessions be designed and implemented to enhance employees' knowledge, particularly in critical areas such as annual performance evaluations and job qualification requirements. Additionally, considering individual and job-related differences in organizational policymaking can lead to increased regulation effectiveness and employee job satisfaction. These measures not only strengthen human resource capabilities but also serve as an effective step toward organizational development and excellence.
