The Social Security Organization (SSO) of Iran, which provides insurance and healthcare services to nearly half of the country’s population, faces serious challenges due to the multiplicity and lack of integration among more than 100 information systems. Given the high failure rates and substantial costs of integrated information system (IIS) projects in public organizations, this study aimed to develop and validate a comprehensive model for the successful implementation of IIS in the SSO, with particular emphasis on the role of Transformational Leadership (TL).
A mixed-methods approach was adopted. In the qualitative phase, semi-structured interviews with 28 organizational experts were conducted to identify key components influencing IIS implementation, resulting in five main variables. In the quantitative phase, data were gathered through a researcher-developed questionnaire and analyzed using Structural Equation Modeling (SEM).
The results showed that five identified factors had a positive and significant effect on IIS implementation success. In terms of influence, technical factors had the strongest effect, followed by processes and project management, transformational leadership, human and cultural factors, and organizational and structural factors.
The findings indicate that focusing solely on technical aspects is insufficient for successful IIS implementation. Transformational leadership should play a central role by shaping vision, managing cultural and structural issues, and aligning organizational processes to support technical integration. Accordingly, the study recommends the implementation of a catalytic leadership development program for senior and middle managers, with particular attention to enhancing idealized influence and inspirational motivation.
